Police demand recognition in July Charter, justice for massacre

The Police Headquarters has raised 11 demands as the National Consensus Commission is set to announce the July Charter on August 5.

Assistant Inspector General Md Menhazul Alam, of the recruitment and career planning section-2, issued an internal circular highlighting the demands on behalf of the police chief on July 31.

The circular was sent to all divisions of the police force and related departments.

It said the July Charter should properly highlight the positive information about the police in the movement, the correct list of police members killed in the July movement should be published, all police killings in the July movement should be thoroughly investigated, and the charter should not give immunity to police killers in the July movement in any way.

Moreover, arrangements should be made to bring those involved in every police killing in the July movement to justice, no obstacles should be created in bringing police killers to justice, and the July Charter should provide compensation to the killed and injured police members.

The other demands are banning the use of police for the security of any political party after the July Charter is announced, and the July Charter should also contain the basic issues of police reform and regulations regarding the fact that no political party can control the police anymore.

According to government estimates, 44 police members were killed during the anti-government protests, as mentioned in a statement on October 25.

The Awami League leadership, journalists, and researchers say the number of deceased police members is no less than 3,200, as 450 police stations were attacked in a planned manner.

On the other hand, some leaders of the Yunus-led interim government and its allies have admitted to having attacked the police stations across the country as part of a meticulously designed plan.

Why were the police the main target in 2024?

Of the deceased, three are inspectors, 11 sub-inspectors (SIs), seven assistant sub-inspectors (ASIs), one ATSI, one nayek and 21 constables.

An analysis of the list shows that 14 of the deceased police members were members of the Dhaka Metropolitan Police (DMP), 15 were stationed at Enayerpur police station in Sirajganj, two each were from Sonaimuri and Titas police stations in Noakhali and Cumilla, respectively, and one each was from Kachua police station in Chandpur, Baniachong police station in Habiganj, SB in Dhaka, Narayanganj PBI, tourist police headquarters, Cumilla highway police, Kasba police station, Khulna Metropolitan Police, and Gazipur Metropolitan Police, and two were from Dhaka district.

Of the deceased, 25 died while staying inside the police stations and in front.

The highest number of police members, 24, were killed on the day Sheikh Hasina resigned from the post of prime minister. On the previous day, 4 August, 14 police members were killed.
