New York-based Human Rights Watch stated that during the BNPโJamaat coalition government, from June 24, 2004, to December 31, 2006, some 738 people were killed by law enforcers, mainly the Rapid Action Battalion (RAB), in the so-called crossfire incidents in Bangladesh.
Of them, the highest number, 236, were killed in crossfire in the Chittagong division alone. At that time, Colonel Emdad was the CEO of the RAB-7 in Chittagong, and Lt. Gen. (Retd) Hasinur Rahman was the crossfire specialist, who now speaks at length about human rights in the media.
During that time, in September 2004, ten suspected terrorists were killed in a crossfire near a police station in Chittagong; Ahmadul Haque Chowdhury (Ahmudia) and his bodyguard Minhaj were killed a day after their arrest on September 10-11; Chhatra League leader Mohimuddin Mohim was arrested at Chittagong airport after returning from Dubai on November 28, and killed in crossfire that night; and Chhatra Dal leader Iqbal Bahar Chowdhury (Iqbialla), who was accused in murder, extortion and rape cases, was killed in a crossfire during arrest on November 30.

Hasinur served jail terms for several years during the Awami League tenure on sedition charges and the Anti-Terrorism Act.
During the anti-government movement of July-August last year, Hasinur was part of a team of sacked and retired army officers to provide arms to the protesters as well as increase the death toll by killing protesters and bystanders.
The other members of the team are Brigadier General (Retd) Mohammad Hassan Nasir and Major (expelled) Syed Ziaul Haque.
Recently, Hasinur claimed that he was detained twice in the notorious “Aynaghar” (room of mirrors) facility: once in 2011 and again in 2018. He was also dismissed from the army on charges of treason.
Better known as a Pakistani ISI agent, Hasinur spreads hatred against the Awami League and India on social media and in public events sponsored by Jamaat-e-Islami and jihadist groups.
He is among the instigators of the trial of former and serving army officers on allegations of disappearance and murders.
Moreover, he spreads the propaganda that petty criminal Joj Mia was behind the deadly grenade attack of August 21, 2004, and that Indian agents carried out the killings of army officers in the BDR mutiny of 2009. In reality, both attacks were conducted by Bangladeshi jihadists of Pakistani origin with the help of the BNP-Jamaat terrorists.

Since the fall of the Awami League government, Hasinur has been sponsored by Brig Gen (Retd) Abdullahil Amaan Azmi, the son of war criminal Ghulam Azam, for recruiting Rohingya refugees staying in Coxโs Bazar camps and the stranded Pakistanis in Dhaka and elsewhere and giving them jihadist training.
For this mission, Azmi is being assisted by the Pakistani High Commissioner, Syed Ahmed Maroof, who travelled to Coxโs Bazar several times to sit with the top leaders of militant groups Arakan Rohingya Salvation Army (ARSA), the Rohingya Solidarity Organisation (RSO), Islami Mahaz, and Arakan National Defence Force (ANDF) in December, February, and May.
